Frank has been engaged with global economics, banking, governance and anti-corruption for more than 40 years, as a journalist, as a World Bank senior official, as an anti-corruption civil society leader, and as a top level advisor to financial institutions. Frank is President of Vogl Communications, Inc., which has provided advice to leaders of international finance for more than two decades.
At the core of the global anti-corruption movement is the goal to secure the basic rights of all of all people and ensure a world where everyone can live in dignity. This is also a core driver of the United Nations. But, for 50 years the U.N. was silent on corruption. Today, the U.N. is an increasingly active advocate for anti-corruption.

Integrity Commissions and Anti-Corruption Bodies across the Caribbean are strengthening efforts to work together, exchange information and build a network. The British Commonwealth Secretariat has been playing a leading role in this effort and hosted a conference in Trinidad and Tobago. The challenges are formidable, from addressing money laundering to corruption related to smuggling of drugs, guns, human trafficking and other crimes.

Kennedy declared to Americans, “Ask not what your country can do for you—ask what you can do for your country.” In too many countries we see politicians, officials and business people asking, “What can my country do for me?”… the combination of a rising educated middle-class in much of Latin America, the globalization of business, the scale and speed of today’s capital markets, the revolution in information technologies and the dynamic growth of civil society – all these trends are combining to promote transparency and accountability.
